| Recovered from | Personal effects of a former embassy staffer, shipped to a storage facility in Virginia |
|---|---|
| Contents | A handheld audio recorder, a notebook of hand-drawn sound waves, a hotel key card from Havana dated 2017 |
| Finder | Corinne Hale, the staffer's sister |
| Status | Reports of "anomalous health incidents" among US personnel are documented. The device in this file is not. |
The first thing Corinne Hale noticed about her brother's notebook was that it was not written in words.
Page after page was covered with waves. Lines drawn in pencil, rising and falling, some smooth, some jagged like teeth. Beside each one, a date, a time, a place. Hotel Capri, room 1105, 2:14 a.m. Residence, bedroom, 3:40 a.m. Embassy parking lot, 11:02 p.m.
Her brother, Paul, had worked at the US Embassy in Havana in 2016 and 2017. He came home with headaches he could not explain. Then with a ringing in his ears that never stopped. Then with a habit of standing very still in the middle of rooms, with his head tilted, as if someone in the next apartment were saying his name.
He died in March. The medical examiner called it an accidental overdose of sleeping pills.
Corinne did not believe it. Paul had not slept in four years. He would not have wasted pills.
Beginning in late 2016, US diplomats and their families in Havana began reporting a strange sound in their homes and hotel rooms at night.1 Some described it as a piercing chirp. Some as a grinding hum, like a dentist's drill heard through a wall. Some said it followed them from room to room, but stopped when they stepped through a doorway.
Then came the symptoms. Headaches. Dizziness. Trouble with balance and memory. Ringing ears. Some people could not work for months.2
The press called it Havana syndrome. Over the next several years, hundreds of US personnel around the world reported similar experiences. The government called them "anomalous health incidents."3 Congress passed a law in 2021 to pay compensation to those affected.4
In 2023, US intelligence agencies concluded it was "very unlikely" that a foreign adversary was behind the incidents.5 In 2024, studies by the National Institutes of Health found no evidence of brain injury in the people they tested.6
The sound was real to everyone who heard it. The official answer was that there was nothing to hear.
Paul had not accepted that answer. And his notebook showed why.
In the back of the notebook, he had drawn one wave over and over. A long, slow curve, with eleven small spikes along the top. Beneath it, he had written the only full sentences in the whole book.
It isn't a weapon. It's a key. It plays the sound your brain already makes when it is afraid. Then your brain plays along. The more you listen for it, the louder it gets.
And underneath, underlined three times:
Do not try to record it. Recording it means listening for it.
The handheld recorder was at the bottom of the box.
