The Gulf of Tonkin Incident: The Attack That Did Not Happen
How a reported second attack in August 1964 led to war, and what the NSA's own historian later found.
Quick answer
Did the Gulf of Tonkin attack happen?
Partly. On August 2, 1964, North Vietnamese patrol boats did engage the USS Maddox. But the reported second attack on August 4, which President Johnson used to win congressional approval for military action, did not happen. A study by NSA historian Robert Hanyok, declassified in 2005, concluded that signals intelligence had been misread and presented in a way that supported an attack that never occurred.
